Keep Android Open: Why Free Android Matters

Introduction

Android was always popular because it was more open than other mobile systems. Users could install apps from different sources, developers could publish outside the official app store, and alternative app stores like F-Droid had space to exist.

But this openness is now under pressure.

Google plans to require developer verification for apps installed on certified Android devices — even when apps are distributed outside the Google Play Store.

What is Google planning?

Starting in September 2026, Google wants Android apps to be linked to verified developers before they can be installed on certified Android devices.

According to Google, this is meant to fight malware and scam apps.

But critics warn that this gives Google much more control over Android app distribution.

The requirements may include:
  • developer identity verification
  • registration through Google
  • package name registration
  • agreement to Google terms
  • possible fees or account requirements
